Notice of Public Hearings on Hawaiian Electric Companies’ Rebasing Proposal – Docket No. 2026-0162

The Hawaiʻi Public Utilities Commission (PUC) will hold a series of public hearings to receive input on Hawaiian Electric Company, Inc. (HECO), Hawaiʻi Electric Light Company, Inc. (HELCO), and Maui Electric Company, Limited’s (MECO) request for approval of a rebasing proposal.
The Companies are requesting an increase in annual revenues that would affect electric rates for customers on Oʻahu, Hawaiʻi Island, Maui, Molokaʻi and Lānaʻi.
No decision has been made on the proposal. All interested persons are invited to attend a public hearing and share their views with the PUC.
The PUC plans to hold hearings throughout the Hawaiian Electric service territories. Additional hearings are being planned for Oʻahu, Maui, Molokaʻi and Lānaʻi. The PUC also intends to allow members of the public to share their views virtually at a date and time to be determined, which will be posted below and via other means of notification (e.g., newspaper, social media, etc.). Details will be added below as they are finalized.

Brief Summary of the Rebasing Proposal
HECO provides electric service on Oʻahu, HELCO provides electric service on Hawaiʻi Island, and MECO provides electric service on Maui, Molokaʻi and Lānaʻi.
The Companies are requesting approval to increase their combined annual revenues by approximately $170 million, or 5.3% over revenues at current effective rates.
The requested increase is allocated among the Companies as follows:

Proposed Two-Phase Increase
The Companies propose implementing the requested increase in two phases:
Phase 1 – January 1, 2027
Approximately $125 million in additional combined annual revenues.
Phase 2 – January 1, 2028
An additional approximately $45 million in combined annual revenues.
After both proposed phases are implemented, the Companies estimate that a typical residential customer’s monthly bill would increase by approximately:

Why Are the Companies Requesting the Increase?
According to the Application, the requested increase primarily reflects:
- Differences between forecasted and actual inflation during the current performance-based regulation period;
- Previously approved depreciation rates for certain steam generating units;
- Increased insurance expenses; and
- Certain previously approved project costs and other regulatory adjustments.
The Companies also propose reducing certain operating and maintenance expense increases to moderate the impact on customer bills.
The Companies further request approval to incorporate certain previously approved costs into base rates, reset certain regulatory tracking mechanisms, and revise applicable tariffs.
The PUC will review the Companies’ requests as part of Docket No. 2026-0162.

- The PUC will establish reasonable time limits so everyone who wishes to speak has an opportunity to do so.
